Latin America & Caribbean Regions Partnership Lab

About

The Latin America ADL Partnership Laboratory (ILCE ADL Partnership Lab), formed in 2007, is located in Mexico City, Mexico. It is a collaborative project between ADL and the Instituto Latinoamericano de la Comunicación Educativa (ILCE) to support implementing cooperative projects that address developing education in Latin American and Caribbean countries.

Mission

The Latin America and Caribbean Regions ADL Partnership Lab promotes the adoption and implementation of worldwide standards, especially SCORM, for educational and training purposes throughout the community. It works with the ADL Initiative, the ADL Co-Labs, the ADL Partnership Labs, and others to create and implement solutions through open collaboration. It is also developing an inter-institutional net through the universities, private organizations, and the public sector in Latin American and Caribbean countries.

ILCE was created in 1954, and has thirteen member countries: Bolivia, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Haití, Honduras, México, Nicaragua, Panamá, Paraguay, and Venezuela. ILCE is dedicated to meeting the educational requirements of the region's institutions and communities through implementation of modern information and communication technologies. It researches, develops, and disseminates materials and innovative models that promote integral training and education for the member countries to improve their quality of life, their communities, and their countries.

Jose Cartas

Josè Cartas, Director

Josè Cartas is the Director of the Latin American and Caribbean Regions ADL Partnership Lab. As Director, he has successfully implemented several Spanish language online SCORM basic courses in the region. Mr. Cartas is working to establish an international Spanish speaking community to share contents and tools, taking advantage of the strong presence of ILCE in Latin America. He has given national and international lectures and conferences about technology education and training and participated in academic and research activities in basic, middle, and higher education within the graduate department of the National Polytechnic Institute of Mexico and other leading educational institutions.

Mr. Cartas has also represented the Ministry of Education of Mexico for the World Bank in the area of technological education. The World Bank has invited him to take part in different projects involving Standards-based Competencies in Japan, Korea, Australia, the United Kingdom, and the United States of America, among other countries. He has provided specialized training to multiple public and private organizations in Mexico and throughout the region.

Mr. Cartas has degrees in Mechanical Engineering and Projects Engineering from the National Polytechnic Institute in Mexico City, and he holds degrees in Industrial Engineering, and Operations Management from the University of Houston, Texas.
