NATO STANAG (North Atlantic Treaty Organization Standardization Agreement) 2591 (Advanced Distributed Learning) was developed by the NATO Training Group to ensure NATO and nations develop courses which are interoperable and can be shared easily between learning management systems. This STANAG is supervised under the authority of the Military Committee Joint Standardization Board (MCJS) and NATO Training Group (NTG).

The aim of this NATO standardization agreement (STANAG) is to establish a standardized procedure for developing online education and training content and courses for NATO Education and Training Facilities and similar facilities in NATO and partner nations.

Participating nations agree to adopt SCORM 2004 as the standard for the purpose of conformance of learning management systems (LMSs), content packages, and sharable content objects.

This STANAG will be considered implemented when a nation has issued the necessary orders/instructions to adopt SCORM in the development of online education and training courses according to the technical specifications and guidelines described in the reference documents by the International Organization for Standardization and the International Electrotechnical Commission.
